Hyderabad, November 10, 2016: During the Second day deliberations of the 7th CII Global Summit on Skill Development 2016, a special session on ‘Skilling for Golden Telangana and Discussions on the Draft Telangana State Skill Development Policy’ was organised. The objective of the session was to update the participants on the existing State Skill Initiatives and introduce the Draft State Skill Policy to the stakeholders and get their inputs.
Mr. Papa Rao, IAS (Retd.), Advisor to Hon’ble Chief Minister (Policy & Institutional Development), Government of Telangana, and Mr. B P Acharya, IAS, Principal Secretary, Department of Planning, Government of Telangana made a detailed presentation on the draft policy. Some of the salient features of the Draft policy are:
· The policy will reflect the needs of the industry and strengthen industry-institute interaction
· The State will be adopting many aspects from the national skill policy except for institutionalizing a skill university
· The policy will be implemented in a mission mode approach
· The Policy and framework will have Pillars which will coordinate various sector skills
· Planning department will be the nodal agency for coordinating skill development
The government presentation was followed by detailed discussions where many of the participants shared their extensive comments and sought clarifications. Some of the comments were related to – addressing social diversity; investing in demand system; apprenticeship; train the trainers; autonomy of the proposed pillars, among others.
Dr. Rajat Kumar, IAS, Principal Secretary, Department of Labour, Employment and Training, Government of Telangana and Mr. Jayesh Ranjan, IAS, Secretary, Department of Information Technology & Communication, Government of Telangana also interacted with the delegates and responded to various queries raised by the participating stakeholders.
Mr. Sujiv Nair, Chief Executive Officer, Telangana Academy of Skills and Knowledge (TASK), in his theme address, talked about the renewed focus in the State Government on Skilling. During the session, TASK also signed MoUs with Bombay Stock Exchange Institute for skilling the youth of Telangana in the BSFI domain and Call Health Services for providing livelihood opportunities in the healthcare domain.
Earlier, Mr. V Rajanna, Vice Chairman, CII Telangana & Vice President & Regional Head, TCS, in his welcome address, talked about three important aspects of skilling in Telangana – conducive business ecosystem, physical infrastructure and availability of skills and talent.
