DEWA focuses on fourth-generation government excellence in annual strategy-cascading workshops


Dubai, UAE, 13 July 2016: Dubai Electricity and Water Authority (DEWA) has organised a number of workshops for its divisions. The workshops reviewed their strategies and cascaded each division’s strategic plans and Balanced Scorecards from DEWA’s corporate strategy and Balanced Scorecard. The workshops support DEWA’s efforts to cascade its strategy according to the fourth-generation government excellence system, and its efforts to update its sectors’ strategic plans and cascade sub-strategies with its 2021 Strategy. The workshops also reviewed Key Performance Indicators (KPIs) and strategic initiatives to align them with DEWA 2021. The first workshop, held in cooperation between DEWA’s Strategy and Business Development and other divisions, took place in May.

“Strategy is the cornerstone of our success and the means by which we can achieve our vision to become a sustainable innovative world-class utility. This year, we are focusing on cascading DEWA’s strategy based on the fourth- generation government excellence system. This supports the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to implement this system across all Dubai Government organisations. The fourth generation of the government excellence system will upgrade government work, based on innovative standards to achieve the Dubai Plan 2021. It focuses on the results as basis for excellence in government performance and services in three main areas: achievement of the vision, innovation, and enablers. This in turn, achieves the highest rates of people’s happiness,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.

“All of DEWA’s divisions and departments contribute to achieving DEWA’s vision, which supports the Dubai Plan 2021 and the National Agenda of the UAE Vision 2021. The strategy-cascading workshops reflect DEWA’s commitment to best practices in strategic planning and implementation. Leadership and innovation are key components in DEWA’s growth and development as a strategy-focused organisation. This supports Dubai’s directives and aspirations to achieve sustainable development, and promotes the Emirate’s position as a global hub for trade, finance, and tourism,” added Al Tayer.

DEWA’s strategic planning model has six phases: Strategic Plan Preparation and Approval, Strategy Communication, Cascading and Alignment, Implementation and Execution, Assessment and Review, Innovation, and Improvement and Adaptation.

DEWA was the first organisation in the Middle East and North Africa to be inducted into the Strategy Hall of Fame, for implementing the Balanced Scorecard and adherence to the five principles of the Strategy-Focused Organisation, developed by Kaplan and Norton, creators of the Balanced Scorecard.
