Chennai, 14 March, 2016: At a high-level consultation organized today by TERI to discuss the challenges in implementing India’s INDCs, Dr Ajay Mathur, Director General, TERI said that “collective action is needed for just climate action”. He said this means that such action meets the needs and aspirations of people not just in India, but around the world’. He said that India is a developing nation with finite resources and infinite aspirations; hence it is important to deliberate on how to move forward with the Paris agreement. In dealing with this common objective, he said TERI is committed to working with all stakeholders to help bring solutions to life.

Mr Ashok Chawla, Chairman, TERI, said that while setting a big picture can be easy, the action plan has to be detailed, credible and transparent domestically and globally, which will require continuous dialogue to harmonize the approach towards this.

Emphasising the need for a balanced approach in achieving the INDCs, Shri Susheel Kumar, Special Secretary, MOEFCC, Government of India, said that along with mitigation, focus should also be placed on adaptation so that it does not ‘drop out of the global radar’. We have a duty led by the Ministry, other ministries, think tanks and most importantly TERI to dwell upon and recommend solutions.”

He also spoke about the Ministry’s plans to create a composite National Adaptation and Vulnerability Index to track current vulnerabilities and the progress made in reducing them over time.

ShriSusheel Kumar urged the participants, comprising representatives from various ministries, think tanks, business and financial institutions to deliberate on ‘how to apportion responsibility’ among stakeholders to achieve the INDCs.
