Dubai Municipality and Tejari launch ‘Automation of Engineering Contracts’ project to develop new procedures on electronic-based tendering and awarding of bids

Joint cooperation bolsters Dubai’s smart transformation efforts in line with directives of H.H. Sheikh Mohammed bin Rashid Al Maktoum



UAE, January 26, 2016 - Dubai Municipality’s Contracts and Purchasing Department has officially launched the ‘Automating Procedures of Engineering Contract Department’ project in collaboration with Tejari, a leading provider of electronic contract systems in the UAE. The launching was the result of a previous Memorandum of Understanding (MoU) between the two sides as part of their efforts to support Dubai’s ‘smart’ transformation initiatives, in line with the vision and directives of H.H. Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, to transform Dubai into the smartest city in the world.



This strategic project which boosts Dubai Municipality’s e-transformation efforts lays the groundwork for automating the contract tendering and awarding process, builds modern efficiencies, and enhances accuracy and efficiency in the awarding of engineering contracts.  It involves the activation of a contract and purchasing system in eSupply, the official central procurement portal of Dubai Smart Government in cooperation with Tejari. This ensures the electronic integration of purchasing and contracts procedures into the unified system in a bid to modernize the Contracts and Purchasing Department’s procedures and enhance its performance amid rapid smart transformation developments.  



H.E. Engineer Hussain Nasser Lootah, Director General of Dubai Municipality, said: “The project will accelerate the Municipality’s smart transformation efforts as well as improve transparency, reliability and competitiveness in the process of awarding and tendering contracts. It aims to produce tangible and positive results in terms of sustainability by converting paper-based transactions into e-transactions. Additionally, it serves as a solid foundation for developing an integrated and coherent smart services in line with the objectives of Dubai Plan 2021 that focuses on building a leading and innovative government capable of meeting individual and societal needs.” 



H.E. Eng. Marwan Al Naqi, Chairman of Tejari, expressed his confidence in this new partnership with the Dubai Municipality’s Contracts and Purchasing Department, while reaffirming Tejari’s commitment to the directives of H.H. Sheikh Mohammed bin Rashid Al Maktoum, aimed at continuing efforts for the comfort and happiness of people through the provision of various services in a quick and innovative way that saves both time and money by adopting latest technologies to achieve those goals.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman Executive Board, to transform Dubai into a smart city”.



Al Naqi concluded: “We are confident that the new project will complements the Contracts and Purchasing Department’s initiative to promote paperless transactions in support of ongoing efforts to reduce the number of customers going to all government entities to 80 per cent by 2018”.



Eng. Ibrahim Yaqoub, Director of Contracts and Purchasing Department, Dubai Municipality said: “At our Department, we focus on meeting the needs of our customers by providing services and solutions that meet their expectations in line with the Dubai Government’s smart transformation initiatives. Hence our partnership with Tejari for the implementation of the ‘Automating Procedures of Engineering Contract Department’ project. With the Department awarding contracts worth billions of dirhams so far, the project aims to reduce the time needed to assess tenders to seven working days from the previous 27 working days. It also enables consultants, contractors and stakeholders to submit tenders and make quick and easy follow-ups online without going to the Department’s headquarters. In cooperation with Tejari, we have successfully launched 100 projects, registered 85 users, and trained 95 contractors and consultants.”
